Envocore Utility Services is a premier utility metering design-build organization with extensive experience working across the country. We are a specialized division of RTS Water Solutions, LLC, a subsidiary of Envocore, LLC, and incorporated in February of 2003 in Delaware by our Vice President, Francis Wheeler.

EUS has developed and installed utility metering systems, including over one million water meters, electric meters, register replacements, and AMI/AMR endpoints across the country. They provide turnkey design-build utility services and are committed to understanding the utility metering ecosystem.
History
The Utility Services division was formed under RTS Water Solutions, LLC in 2006 as a water efficiency and water meter installation contractor to customers who were looking for proven partners. They invested heavily in the data side of the business between 2008 and 2010 and began to grow the group into what it is today.

Francis Wheeler
Chief Operating Officer/ VP, Utility Services
Francis Wheeler is a recognized industry leader in the advanced design and construction of water projects, with over 25 years of industry expertise and progressive water and business management experience. As the Chief Operating Officer and Vice President of Envocore’s RTS Water Solutions, LLC, Francis supports the team in creating solutions for each project, communicating with clients to understand their needs, and contract development.
He is involved in all RTS Water projects and has been a part of over 1,000 water efficiency projects throughout his career. Before founding Water Savers, LLC, he worked for multiple water companies and a Fortune 50 energy service company (ESCO). Francis holds a Bachelor of Science in Business Administration from the University of Maryland and is a Certified Water Efficiency Professional (CWEP). He is a member of the Association of Energy Engineers and the Alliance for Water Efficiency.
Todd Miller
Director of Sales – Utility Services
Todd Miller has over 20 years of experience in business development and enterprise sales within the municipal sector. He is currently the Director of Sales for Utility Services at RTS Water Solutions, LLC, where he focuses on selling hardware and Software as a Service (SaaS) solutions to utilities. Todd has a proven track record of achieving sales growth, generating ROI, and establishing long-term relationships with senior executives at public power, water, and gas utilities throughout North America.
He has delivered AMI projects to major utilities and is highly effective at overseeing complex projects while meeting cost and schedule goals. Todd holds a Bachelor of Science in Agribusiness from Texas A&M University and has worked at Itron, Inc. and ABB Water Metering. His qualifications include SaaS, contract management, energy economics, solution development, technology solutions, and utility infrastructure.
Cabell Curran
Regional Sales Manager
Cabell Curran is an accomplished professional with over 20 years of experience in business development and enterprise sales within the municipal sector. He specializes in the sale of hardware and Network as a Service (NaaS) & Software as a Service (SaaS) solutions to utilities and has a proven track record of achieving sales growth and establishing long-term relationships with senior executives at Public Power, Water, and Gas utilities throughout the Northeast and Southeast Regions.
Cabell is a highly effective leader with experience overseeing and fulfilling complex projects through non-traditional project delivery methods while adhering to established budgets and timelines.
Kyle Kline
Regional Sales Manager
Kyle has over 13 years of utility industry experience working in sales, project development, management and leadership roles. As a Sales Executive for the RTS Water Solutions, Kyle is responsible for execution of sales strategy, development of customer and partner relationships, and communication of critical project components.
Prior to selection, Kyle’s responsibilities include opportunity qualification, RFP development, presentation of firm qualifications and recommended solutions, and collaborating with our internal Operations team to align our resources with the projects budgetary and timeline requirements. After selection, Kyle acts as a liaison between the client and material suppliers and technology vendors, ultimately transitioning the project over to Operations, Construction, Data, and Quality Control management.
Before joining the RTS Water Solutions, LLC sales team, Kyle served as a project surveyor and project design developer for the water conservation team. In this role Kyle traveled the country evaluating facility’s energy use, developed strategies, and implemented new infrastructure to reduce energy consumption.
Eric Elam
VP of Engineering & Design, Water Efficiency, Utility Services
Eric Elam is a 16-year veteran of the water and energy efficiency marketplace with extensive experience in engineering, project development, and leadership roles. As the Vice President of Engineering & Design at RTS Water Solutions, LLC, Eric is responsible for overseeing the pricing of implementation projects, water efficiency design services, utility metering design services, billing data triage, and revenue recovery modeling.
He provides a technical perspective to the team to ensure the appropriate scope of work is identified and designed for each project and has worked on several hundred projects throughout his career, including over 50 metering projects successfully delivered by RTS Water. Eric holds certifications as a Certified Energy Manager (CEM) and a Certified Water Efficiency Professional (CWEP) from the Association of Energy Engineers.
Paul Bassett
VP, Water Efficiency
Paul Bassett is the Vice President of Water Efficiency for Utility Services. With over 30 years of industry expertise and a background in business management, Paul is a recognized leader in the advanced design and construction of water efficiency projects. As one of the founders of Water Savers, LLC., a legacy Envocore company, Paul has been involved in over a thousand water efficiency projects throughout his career. He supports the team in creating solutions for each project, communicates with clients to understand their needs, and handles contract development after award. With a focus on sustainability, Paul founded a sustainable water conservation design company and has been actively involved in supporting the landscape industry.
He is always up to date on the latest water technology trends, allowing him to quickly assess new technologies and determine their suitability for the business. Paul holds certifications as a Certified Irrigation Designer (CID) and Certified Irrigation Contractor (CIC) and is affiliated with industry associations such as the Irrigation Association, American Rainwater Catchment Association, Association of Energy Engineers, and Alliance for Water Efficiency.
Larry Merriman
Program Manager, Utility Services
Larry Merriman, our Program Manager for Utility Services, has more than 40 years of experience in power production and utility construction. Larry has held various roles including discipline lead, project manager, and construction engineer. He is skilled in staff training, developing and reviewing processes, authoring procedures, project plans, and safety programs. His extensive background includes serving as the Utilities Operations Director for a municipality during their AMI deployment.
Before his current role, Larry held the position of Director of Operations Excellence for UMS, where he managed the PMO organization and served as an advisor in operations review and process development. Larry’s expertise and proficiency in multiple arenas are invaluable for ensuring successful delivery of utility services and operational excellence.
Richard Diaz
Sr. Construction Manager, Utility Services
Richard Diaz is an experienced Sr. Construction Manager for Utility Services, bringing over 15 years of expertise and 20,000+ hours in field operations management. With a proven track record in strategic planning, simultaneous monitoring of multiple deployments, and mentoring project managers and field staff, Richard excels in communication, negotiation, motivation, and organization.
His time in the US Marine Corps instilled decisive leadership, problem-solving skills, and dedication to high performance and operational effectiveness. As Sr. Field Operations Manager, Richard oversaw multiple projects’ operations, managed staff and assets, ensured safety and OSHA compliance, and executed field services for electric, gas, and water utilities. He effectively communicated and executed deployment plans to meet client expectations and provided project status updates to management and stakeholders.
Richard’s abilities lie in building proactive teams, resolving complex issues, driving continuous improvements, and cultivating positive relationships. With his extensive experience and expertise, Richard Diaz contributes to delivering successful utility services and operational excellence.
